NMTC OVERVIEW

The New Markets Tax Credit program is a cost-efficient, targeted federal subsidy that attracts public and private investment into distressed communities to generate economic and community development outcomes such as:

  • creation of quality, accessible jobs

  • revitalization of neighborhoods with commercial and community goods & services, and

  • support for disadvantaged businesses that may otherwise lack access to affordable growth capital.

Since its inception in 2000, the NMTC program has enjoyed strong bi-partisan support for its transformative impact in low-income communities. Under the auspices of the US Treasury, the Community Development Financial Institutions (CDFI) Fund has awarded $76B in allocation authority to date, which in turn has produced over $100B in total capital investment, creating more than one million jobs and more than 249 million square feet of manufacturing, office and retail space.

Participants in the NMTC program seek allocation authority annually through a competitive application process.

NMTC CY 2024

The Notice of Allocation Availability (NOAA) for Calendar Year 2024 (Round 21) is  expected to be released in the fall of 2024. High Gain begins preparing applicants as early as 9 months ahead of the NOAA, but we can accept right-fit clients at any time.

PROGRAM REAUTHORIZATION

2020's year-end COVID-19 relief package included a five-year reauthorization of

the NMTC program, through the calendar year 2025 round, at the expanded rate of $5B in allocation authority per year, signaling ongoing legislative support for the program as an invaluable economic and community development tool.

NMTC CY 2022

Calendar Year 2023 (Round 20) NMTC applications were due on January 19, 2023. Award announcements are expected in the fall of 2024.

197 Community Development Entities (CDEs) applied for $14.8B in NMTC allocation authority in the CY 22 (Round 19) NMTC competition, nearly triple the $5B in allocation available. 102 CDEs from 35 states and DC won allocations ranging from $20M to $65M each.
